Your Rights as a Consumer

Texas Health & Safety Code §181.105, enacted through House Bill 4224 and effective Sept. 1, 2025, requires health care providers to clearly post instructions for patients to request access to their health care records, contact applicable licensing authorities, and file consumer complaints. These requirements support transparency, consumer rights, and access to health information in the state of Texas.


Requesting Your Health Care Records

You have the right to request a copy of your health care records. To request records, you must submit a written request to your provider that includes:

  • Your full name

  • Date of birth

  • Contact information

  • A description of the records being requested

Requests will be processed in accordance with Texas Health and Safety Code 611. 008.

Filing a Consumer Complaint

Any consumer may file a complaint with the Consumer Protection Division of the Texas Office of the Attorney General.
